Before-and-after URL review: compare decoded components

Two URLs may differ in percent-escape casing or other surface details while representing the same decoded value. Parse both URLs and compare scheme, host, path segments, query keys, and decoded values. Pay special attention to plus signs versus spaces in form-style queries and to double-encoded percent signs. If the host or path changes, treat it as a destination change, not merely formatting. Test the final link in the target application.
