Clover charge retries: preserve the intended payment identity

Clover's ecommerce payment guide documents idempotency for charge creation. A Clover integration should reuse the original key when retrying that same uncertain charge, not mint a new one per HTTP attempt.

Test this in the approved test environment and reconcile the existing payment before allowing another submission.
