A successful twin update says that the service accepted a change; it does not prove that equipment applied it. Azure's twin interface separates desired and reported properties.
For the IoT Hub integration, test a harmless setting while the device is disconnected. Keep the requested value, the device's reported value and their timestamps visible independently. Add an application-level acknowledgement if the workflow needs evidence of actual execution.
