Write the full date, local time, and a named zone such as Europe/Istanbul, then convert it for the people attending. Abbreviations can be ambiguous, and a fixed UTC offset may be wrong on a future date when daylight saving rules apply.
Use a time-zone converter for the meeting date, not just today. Check whether anyone's converted time falls on the previous or next calendar day. Send a calendar invitation with the correct zone and update it if the time changes.
For a recurring meeting, verify dates around seasonal clock changes separately.
