Uploads recovering unevenly: compare completion, not progress

A partial upload recovery should distinguish a successful transfer from a usable result. Test with a harmless file of known type and size, then confirm it appears in the intended destination and can be opened. Record broad region, device, network type, local time with timezone, and the last visible progress for setups that still fail. Do not upload private material solely to test an incident. An update should say which clients recovered, which remain affected, and whether a duplicate upload was created by earlier retries.
