If one input has not arrived, identify exactly which metric or conclusion it affects. Mark the report as preliminary or omit that section; do not fill a missing number with an unlabeled estimate. State the reporting period, data-as-of time, and expected update date.
Check whether late data changes only a detail or the main decision the report supports. If it could reverse the conclusion, hold that conclusion for review. Keep the incomplete-input record with the draft, and assign someone to reconcile it when the source arrives. Once corrected, notify readers of material differences rather than silently replacing the original report. Transparency is part of the report’s usefulness.
