ActiveCampaign's contact/sync operation creates or updates a contact, so a second call need not create a second record. The identification rules still matter.

For the ActiveCampaign integration, use synthetic contacts to test a new entry, an update and an ambiguous identifier case according to the supported request contract. Check the returned contact ID and stored fields. Treat contact synchronization separately from permission to send marketing messages.
