Combine images into a PDF when they are pages of one document—a receipt packet, scans of a form, or an ordered set of evidence. Keep the original images if people need to edit, inspect, or reuse each photo at full quality.
Before using Image to PDF, rotate pages correctly, arrange them in reading order, and check that text in scans remains legible. After exporting, open the PDF in a separate viewer and inspect every page for cropping, missing detail, orientation, and page order. Consider removing unnecessary metadata before sharing sensitive material.
Compression can reduce file size, but compare the result with the original before discarding anything.
