Building a PDF packet that is easy to review

Organize the packet around the reader's task: cover note, main document, evidence, then appendices. Merge only related files and remove true duplicates before exporting.

Check page order, page labels, links, readable text, and whether confidential pages belong in the shared copy. Compress only if size is a problem, then inspect the exported PDF rather than trusting the preview. Keep the originals until reviewers confirm the packet is complete.
