An editor cannot verify a claim from an absent source or judge fit without knowing the intended audience. List the missing brief elements, source documents, permissions, or publication constraints and ask their owners for them. Continue with parts that can be checked, but mark affected claims as unverified.
If the deadline arrives first, publish a narrower piece that does not rely on unsupported material, or hold the draft. Do not invent a citation or silently treat an assumption as a fact. Keep the missing-input note with the revision history so an approver knows the limit of the review. Once the source arrives, recheck any conclusion it could change.
