Register a few staging services in Consul with health checks and query them from a client. Stop one instance and verify that discovery removes the unhealthy endpoint quickly enough for your application. Test access policies and a configuration change in a controlled environment.
Service discovery is infrastructure you must keep available. Rehearse server quorum, backup or snapshot recovery, and upgrades before migration. The decision should rest on behavior under failure, not only successful registration.
