Regional upload slowness: measure the same harmless file

Use the same small, non-sensitive file on two broad regions or network types to compare upload behavior. Record size, start and finish times with timezone, app or browser version, and whether the progress indicator pauses or the server spends time processing after transfer. A speed-test number alone cannot show which stage is slow. Avoid exact location, private content, or repeated large uploads that consume bandwidth. State the observed difference and a working comparison; do not assign blame to a region or provider without broader evidence.
