If a notification still fails after retrying, report both attempts without assuming they are identical. Note the action, local time and timezone of each attempt, the visible error, and whether the first attempt may already have delivered a message. Avoid rapid repeated submissions that can create duplicates when delivery is merely delayed.
Compare a low-risk test on another device or network after checking the service status. If the app provides a safe request ID, include it, but never paste an authentication token. Distinguish failure to create an event from failure to display a notification. That distinction helps operators identify whether the problem is upstream or in push delivery.
