The deployment template requested a SKU (e.g. Standard_D4s_v5) that Azure has not enabled in the chosen region/availability zone, or your subscription has not been approved for that SKU.
Run "az vm list-skus --location <region> --output table" to see which SKUs are available, then pick a supported size. If you need a specific SKU, file an Azure support request to enable it on your subscription, or deploy to a different region/zone.
