A workflow should stop when the next step lacks required input, exceeds its authority, or cannot be safely retried. Define the last completed step, current state, owner of the missing decision, and condition for resuming. If an external action may have partly succeeded, verify its status before replaying it. Include a timeout or escalation path so the workflow does not wait silently forever. A stop is useful when it preserves enough context for a safe restart.
