URL encoding final check: encode the component, not the whole URL

Before sharing an encoded URL, identify the part being encoded: path segment, query value, or form field. Encode that component with the correct rules and leave structural separators such as /, ?, &, and = intact unless they are data inside the component. Decode the result once and compare it with the original value, including Unicode and spaces. Open the completed URL in the intended application. A syntactically escaped string can still point to the wrong resource.
