A suspected regional download issue needs a comparable test. Use the same public file and record its size, rough transfer time, broad region, network type, and local time with timezone. Test one small and one larger file to see whether startup latency or sustained throughput is the problem. Check whether other sites are slow before calling it service-wide. Do not publish a home address or signed download link. A useful report states what was measured and what still worked, without attributing the cause to a data center or provider without evidence.
